CONSTITUTION:An identifying input signal is impressed just once to a plant 5 as long as the genuine characteristics of the plant 5 are not changed. The answer signal of the input signal is stored in an external storage device 8 as the time series data. This stored time series data is used again in case a controller main body 10 itself is replaced with new one, a characteristics estimation program 3c is changed, etc. Thus it is not required to impress again the identifying input to the plant 5. As a result, the adverse influence is minimized to the plant 5 since it is not required to apply an excessive input to the plant 5 for a long time. Furthermore it is possible to extremely shorten the time required to estimate the plant characteristics from the time series data 4b stored in a data memory 4 and based on the program 3c. Then the overall time needed for estimation of the plant characteristics can be shortened.
