CONSTITUTION:When the collect call service is applied for, the speech recognizing automatic connecting device 4 requests a outgoing subscriber 1 by special signal tone to send out the subscriber number of an incoming subscriber 7 to be called collect and also requests the outgoing subscriber 1 to say his or her name to be sent to the incoming subscriber 7 when all digits of the subscriber number of the incoming subscriber 7 are received. The name of the outgoing subscriber 1 is recorded as it is and the speech recognizing automatic connecting device 4 calls the incoming subscriber 7 automatically through an outgoing trunk 5 with the subscriber number of the incoming subscriber 7. Then when the incoming subscriber 7 answers, the name of the outgoing subscriber 1 which is recorded is sent out first and an inquiry about whether or not the called subscriber accepts the collect call service connection is made by voice, and the call is processed according to the result.
