A 2nd oscillation circuit 30 outputs the fluctuation frequency signal i2 by oscillating the same frequency as the frequency of the fluctuation frequency signal i1 in the state in which the oil is not deteriorated at all. An alcohol concn. detecting circuit 40 compares the fluctuation frequency signal i1 and a reference frequency signal i2 and outputs the signal i3 indicating the alcohol concn. corresponding to said frequency difference.
