PURPOSE:To prevent the transfer of mercury into air in a cooling tower by sending an exhaust gas into a washing device to wash, dehumidify, and cool the exhaust gas, discharging dehumidifying cooling water to the outside of the washing device, removing the mercury remaining in the cooling water, and then carrying out cooling. CONSTITUTION:A reducing agent is injected into the dehumidifying cooling water before entering a cooling tower 11, the exhaust gas leaving the washing tower 1 is introduced from a first pipeline 22, and the dehumidifying cooling water is aerated. Consequently, the mercury in the cooling water is transferred into the exhaust gas which is returned to the appropriate flue on this side of the washing tower 1 through a second exhaust gas pipeline 23. Incidentally, when the cooling water adjusted to 7pH by using hydrazine is aerated, about 95% of the mercury in the cooling water can be removed. In addition, the mercury in the cooling water is reduced at the time of aeration to lower the solubility of the mercury in water and to easily volatilize the mercury from water.
