CONSTITUTION:By using a picture dividing device 10 to the picture signals 8 in the image device 7, the picture is divided into three or more regions containing upper side and lower side of steel tapping 3 and the steel tapping hole 3, and in the divided regions, the ratio of area having more than the prescribed luminance level to the area of each region is calculated. The signal of this area ratio is taken out as binarized signal 13 through a binarizing circuit 12, and on the other hand, the above area ratio of the lower side region is divided into two systems and taken out as the signal 15 emphasizing the variation of the area ratio through differentiation circuit 14. By using the prescribed pattern decision from the above signal 13, the timing of flowing- out of the slag 5 from this steel tapping hole 3 is decided.
