CONSTITUTION:The messages received by a communication controller 2 from a remote computer or a terminal equipment via a communication circuit 7 are received by a message receiving means 11. A journal output means 14 outputs the relative information on the received messages, the received time points, etc., to a journal file electronic disk device 4 as the journals. An exchange message registration/extraction means 13 registers the received messages as the exchange messages into a queue of a transmitting destination set based on the transmission address stored in the message for an exchange file electronic disk device 3 in the priority order designated by the transmission priority degrees in the message.
