PURPOSE:To prevent putting out of a false trip output, by providing an arithmetic processing means to put out a value of radioactivity counting of an outfall water from subtraction of that of rain water through utilizing an outfall radiation monitor and a rain water outlet radiation monitor. CONSTITUTION:An outfall radiation monitor 10 is full time on duty and radioactivity at a water discharge way 2 is detected by a radiation detection section 101 and then from the detected value, a radiation value is obtained by an arithmetic processing section 102 therewith radioactivity in the water discharge way 2 is continuously measured. An activity counting value of the water discharge way 2 is put in to an arithmetic processing section 16. When no or a little rain falls into the sea, little rain is stored in a tray 11, a level switch 12 is not activated and no rain water is sent to a radiation detection section 151. Otherwise, when substantial amount of rain falls into the sea, a radioactivity counting value of the water discharge way 2 by the outfall radiation monitor 10 is subtracted from a radioactivity counting value of a rain water by the rain water radiation monitor 15 and thereby on the basis of the remainder, a judgement for a reactor trip is accomplished.
