CONSTITUTION:When minus and plus electrodes of a DC power source 6 are connected to heat-radiating and heat-absorbing plates 4, 5, respectively, by a switch 7, a heat-radiating and heat-absorbing plate 1 is cooled by a Peltier effect, and the heat-absorbing plates 4, 5 are heated. If a switch controller 8 is operated by a signal from house keeping and the switch 7 is switched, the heat radiation and heat absorption are reversed.
