CONSTITUTION:An SiC matrix M1 is stuck in advance on a catalyst layer P1 of an air pole P. A super-porous very thin fluorinated resin film M3 is interposed between this SiC matrix M1 and a carbon matrix M2 so as to compose as electrolytic matrix M. The super-porous very thin fluorinated resin film M3 is produced by a skiving method or a dispersion method. The film M3 is processed by excessive ethyl alcohol to provide it with a hydrophilic property, and phosphoric acid is substituted for it to form an electrolytic solution impregnated film M3. This film M3 is interposed between the electrolytic solution impregnated SiC matrix M1 and the electrolytic solution impregnated carbon matrix M2 to be assembled into a cell.
