In the sleeve 13, there is formed holes 9 in such a way that the length in half of the whole circumference of the sleeve 13 is divided into four holes. Thus, it is possible to switch the connection relation among ports C1, C2, T and P in moving the spool 10 in the axial direction and freely change the opening area so as to control the flow rate in rotation of the spool 10.
