Abstract

PURPOSE:To access a radio base station from a mobile station by using a channel assigned to other radio zone not giving any interference to a radio zone if the radio channel of the radio zone is completelyoccupied by communication so as to apply communication control. CONSTITUTION:When a message call request exists in mobile stations 31-3m, a detection means 31 is provided, which detects whether or not all channels assigned to a radio zone belonging to the mobile station are in use. When the detection means 31 detects all channel busy state, a retrieval means 32 retrieves a channel assigned to other radio zone not giving any interference to the said radio zone and a transmission means 33 sends the message by using a channel retrieved by the means 32. On the other hand, a reception means receiving the message using a channel not assigned to the radio zone of its own station is provided to the radio base stations 21-2n. Thus, the mobile station can access the radio base station.
