The facilities in the power system is sorted into facility groups each having an electric connection by facility group discriminating means 13 on the basis of memory information. Whether each facility is power-interrupted or non-power-interrupted is discriminated by using the voltage state information of a voltage detector by voltage state discriminating means 14 at each facility group. The discriminated information is compared by power interruption facility discriminating means 15, and when the number of the facilities exhibiting a power interruption state is equal to or more than that of the facilities exhibiting non-power interruption state, the whole facility group belonging to the facility is discriminated as a power interruption.
