CONSTITUTION:The tachopulse of a supply reel motor 1, a winding reel motor 2 and tachometers 3 and 4 is inputted to a radius ratio detector 5, and the radius ratio of a supply reel 101 and a winding reel 102 is detected. The tachometer 4 of the winding reel motor 2 is sent to a rotation number detector 6 and the number of the rotations of the winding reel 102 is detected. The output of the radius ratio detector 5 and the rotation number detector 6 is sent to a radius computing element 7 and the radius of the supply reel 101 and the winding reel 102 is operated. After inertia computing elements 8 and 9 are passed, it is added with the output of a speed controller 14 and a tension controller 15 by current computing elements 10 and 11, and by motor driving circuits 12 and 13, the supply reel motor 1 and the winding reel motor 2 are driven and controlled.
