As the substrate, a material such as Cu, Fe, Ni, Zn, glass, heat- resistant plastic, etc., especially Cu in board form is preferably used. As the preparation of the catalyst, a method decomposing a metal Ru in glow discharge plasma and forming the film thereof on the substrate is preferably used.
