Abstract

CONSTITUTION:To an input terminal 101, a digital video signal, for example, a signal in which the number of the quantization bits of one image element is 8 bits in a sampling frequency of 13.5 MHz is inputted. An input digital video signal is supplied to a subsampling encoder 102 and a field delaying circuit 103. The encoder 102 generates a prospective errorepsilon, and the errorepsilon is supplied to a threshold determining circuit 104. The circuit 104 generates the threshold in which output data do not exceed an aimed rate. The digital video signal through a circuit 103 is supplied to a subsampling encoder 105 and receives the processing of a variable density subsampling. The output data is obtained at an output terminal 28 of the encoder 105 and control data is obtained at an output terminal 29.
