Thus the CPU 34 is reset and restarts a normal processing action at a time point t15. When the output voltage VCC of a constant voltage circuit 33 exceeds the reference voltage V1 at a time point t16 for a period between time points t13 and t14, the inhibition signal received from a comparator 35 is released.
