用地を必要とし、用地買収、設計建築等に費用が
かかり、大巾な財政負担となる。そして積雪地帯
など自転車利用期間の短かい地域での施設整備は
冬期の間は無用の施設として無駄があり、除雪の
障害、更には積雪のため施設の破損等が生じる恐
れがある。また駅前におかれた自転車格納装置は
都市美観の配慮が充分なものではなかつたので、
駅前環境の一部を犠性にしていた。そこで美観性
