Abstract

PURPOSE:To effectively utilize a recording medium and to realize the efficient retrieval of a picture by switching only picture signals of which movement are big among the picture signals from plural picture input devices. CONSTITUTION:Movement detection circuits 31a-31d are respectively added to the picture input devices 30a-30d (TV camera). The respective movement detection circuits 31a-31d detect the movement of the picture signal based on a frame correlation. When the movement detection signal from one of the movement circuits 31a-31d are over a threshold which is previously set, a system controller 32 controls a switch 34 to conduct the picture signal inputted by the picture signal input device connected with the movement detection circuit and records the image signal of one frame on a recording device 33.
