へ切換えるとともに一定時間内にオフフツクが無
いときにウエイトモードを終了して回線を強制的
に開放するモード制御手段と、このモード制御手
段によつて回線が開放されたとき前記モード設定
記憶手段をクリアするモードクリア手段とを備え
