When the atmospheric temperature drops in the case 2, the dew is condensed first on the wall surface of the case 2 and the surface of the element 3 where the temperatures are kept at low levels. Therefore the controller 1 can know that its atmosphere is approximate to a dew condensing state after the element 3 detects the dew condensation. Thus it is possible to take a measure to the dew condensation before the controller 1 has a malfunction by occurrence of the dew condensation.
