力率値と、投入、遮断した後の力率値とを比較す
る比較部と、この比較部の比較結果に基づいて前
記力率改善用コンデンサを投入、遮断する前の力
率値が良い場合に前記力率改善用コンデンサを元
の状態に復帰させる投入、遮断制御部とを備えた
