CONSTITUTION:A water holding agent consisting of a hydrous gel of a water absorbing resin, preferably a crosslinked material of a partially neutralized polyacrylate capable of providing hydrous gel having excellent water holding property, having preferably >=0.5mm particle diameter of the water absorbing resin in aspects of handleability and air permeability and, if necessary, wrapped in an air-permeable reinforcing material capable of absorbing a large amount of water and swelling in water to form a hydrogel. The above-mentioned hydrous gel is formed simply by adding an absorbing resin to water and stirring the water and may be obtained merely by adjusting the amount of water so as to provide a swelling ratio of the water absorbing resin to water corresponding to 5-95% based on the saturation swelling ratio.
