入した密封状の作動室と、前記作動室内において
前記ケースと両ハブ部材とにそれぞれ回転方向に
係合して交互に配設された複数の抵抗板と、前記
両ハブ部材に各別に取付けられ前記抵抗板の一部
を介在させる一対の押圧部材とを備え、前記両ハ
ブ部材の相対向する側の端面の受圧面積を同ハブ
部材の反対側の端面の受圧面積より小さく形成し
