３の内向フランジ部１４を回動自在に係合させ、
さらにまた前記下カバーケース１３の上部に上カ
バーケース１８を螺合すると共に、下カバーケー
ス１３の上端と上カバーケース１８の内向フラン
ジ部１９の間に、中間部材２０のフランジ部２１
を挾持し、一方この中間部材２０には、外周に流
出口２２を形成すると共に、内部に形成した中空
部２３に栓棒受け２４を挿着することにより流通
路２５を形成しており、前記栓棒５の上部をこの
中間部材２０の中空部２３から栓棒受け２４の中
空部２６内に摺動自在に配し、さらに前記下カバ
