PURPOSE:To improve the measuring accuracy in measurement of traffic capability of an exchange by executing hook-up of a pseudo telephone set circuit and the calculation of answer time automatically. CONSTITUTION:A start control circuit 4 controls a telephone set hook-up start circuit 3 to give a signal simultaneously to each pseudo telephone set circuit 3 and records the time. Each circuit 2 hooks up simultaneously and gives a call signal to a line circuit 11 of an exchange 10. Each circuit 11 is started one after another and connected to an idle register in dial registers 12 by a channel switch 13.
