出力する第2の手段と、実回転数が目標回転数よ
りも上昇したときに前記偏差の2乗信号に比例し
た値で前記第1の手段の積分出力をかさ上げする
第3の手段と、これら第1の手段と第2の手段と
の出力信号の加算出力に基づいて前記弁手段の開
度を制御する駆動手段とを備えることを特徴とす
