設けるとともに、この一方向クラツチの外周側に

によつて前記巻取り用ローラの巻取り方向の回転
を軽くするとともに、巻取り方向と逆方向の回転
時に前記一方向クラツチをロツクし、前記ブレー
キ手段によつて負荷を加えるようにしたことを特
