定手段とを含み、雨量が増加する場合の前記判定
用閾値は雨量が減少する場合の判定用閾値を下回
らないようにし、また雨量が減少する場合の判定
用閾値は雨量が増加する場合の判定用閾値を上回
らないようにして、雨量の増加、減少時の判定用
閾値にヒステリシス特性を持たせたことを特徴と
