透明電極と、その上にさらに順次積層した第一の誘電体
層と、EL発光層と、第二の誘電体層と、背面電極とか
らなる薄膜ELパネルにおいて、 上記の第一の誘電体層を構成するシリンダ層を、上記の
透明電極を形成したガラス基板の上に、テトラシラノー
ル液を塗布し次いで焼き付けることにより、平滑な表面
を有するように形成したことを特徴とする薄膜ELパネ
