In order to achieve the above object, the present invention has a pair of rectangular floor support material joists with an appropriate length arranged side by side with a certain width, and heat transfer with high thermal conductivity on the upper surface of the pair of joists. A plate is provided, and both edges of this heat transfer plate are installed so as to cover the entire surface of the floor support surface, which is the upper surface of the joist, and two grooves are formed along the length direction of the approximate center of the heat transfer plate. A shaped support part is formed, and a hot water pipe is fixed to each of these support parts, and a flat receiving plate is fixed to a stepped part provided on the inside of the lower surface of a pair of joists, so that the bottom surface of the joist and this receiving plate are fixed. The space formed by the receiving plate, the heat transfer plate, and a pair of joists is filled with a heat insulating member.
