A rotor that rotates integrally with the first shaft within the valve housing, and a rotor that is arranged concentrically around the outer periphery of the rotor and is connected to the first shaft so as to be rotatable relative to the first shaft by a predetermined amount, and rotates integrally with the second shaft. A valve sleeve is provided, and the supply and discharge lines provided between the two are switched by relative rotation between the valve sleeve and the rotor, and hydraulic oil from the oil pump is passed through the supply line to one oil chamber of the power cylinder. In the rotary valve type control valve of the power steering device, the hydraulic oil in the other oil chamber of the power cylinder is supplied to the reservoir through the discharge line, and the rotary valve type control valve is provided on the outer periphery of the valve sleeve. An annular baffle plate is disposed in an annular groove that communicates an inflow port provided in the valve sleeve with a supply port provided in the valve housing, and the baffle plate is positioned between the two ports.
