When the small rollers are placed in the recesses scattered around the shaft circumferential surface and the core tube fitted into the circumferential surface is relatively rotated in the winding or unwinding direction, the small rollers are moved to a shallow position in the recess due to the frictional drive. In the winding shaft, the core tube is restrained on the shaft, and when the core tube is relatively rotated in the opposite direction, the small roller moves to a deep position in the recess and is released from the shaft. The small roller has a protrusion at the axial center of both end surfaces, and the small roller has both end surfaces extending along the side walls of the recess.
