CONSTITUTION: When an overflow is performed in a state where a flap gate 17 is made to stand up to block water and a water type generator 6 is operated, the flap gate 17 may be brought down entirely or halfway with a good result. Even in this overflow state, the generator 6 is operated at a prescribed position. Overflowing water is guided to a draft tube cover 14, and is prevented from striking the draft tube 11 directly. When repairs and checks on both gates 5, 17 and the generator 6 are performed, a preliminary gate is thrown down into a door groove 20 for a flashboard. And, the main gate 5 along with the generator 6 may be pulled up for the purpose.
