Since the supply reel turntable device is provided with a unidirectional rotating clutch capable of transmitting only the counterclockwise rotation opposite to the winding reel turntable device, no clockwise rotation of the supply reel gear 128 is delivered and a supply reel shaft 130 is at a nondriving state. When a motor 21 is driven counterclockwise, the operation is opposite and the winding reel shaft is at a nondriving state.
