CONSTITUTION: Oil pressure of an oil-pressure pump 1 is supplied through an operating valve 2 and a brake valve 3 to an oil pressure motor 4 to turn the motor 4, whereby driving a load 4a. In this case, the brake valve 3 is made up to the first counter-balance valve 5 and the second counter-balance valve 6. When restoring the operating valve 2 to neutral position to stop the load 4a, the first valve 5 is instantaneously restored to neutral position and the second valve 6 is slowly restored to the neutral position by throttles 15 and 16 provided in a pilot circuit. Thus, even when the oil-pressure motor 4 is driven by loading inertia, the occurrence of cavitation due to the shortage of suction can be prevented without causing oil shortage on the suction side of the oil-pressure motor 4.
