PURPOSE:To distribute light signals uniformly at a low loss by alternately laminating plural layers of optical waveguide layers and thin films of mutually different refractive indices at prescribed patterns on the surface of a dielectric substrate and connecting the optical fibers on input side and output side to the respective waveguide layers. CONSTITUTION:A groove 12 of prescribed width is formed on a substrate dielectric 11 of quartz or the like, and optical waveguide layers 13a-13c of refractive indices higher than that of the substrate 11 consisting of SiO2 or the like added with GeO2 or the like and thin films 14a, 14b of dielectrics of refractive indices lower than those of the waveguide layers 13 consisting of SiO2 or the like added with B or the like are formed alternately into plural layers. Input side optical fibers 15'17 and output side optical fibers 18-20 cut and formed with leading end parts into a taper shape are fixed to the input tapered end parts 131-133 and output tapered end parts 131'-133' of the layers 13 by means of adhesive agents or the like. For example, the light propagating in the input side optical fiber 15 is distributed to the output side optical fibers 18-20 as shown by chain lines. Thereby, the light signals are distributed uniformly at a low loss.
