PURPOSE:To simplify, miniaturize, and lighten a device, by a method wherein a meter is constituted such that a plural number of vanes are pivotably mounted at a main shaft positioned between an upper and a lower walls of a cylindrical case having an inlet port and an outlet port for fluid, and a distance between the upper and the lower wall increases gradually in the rotation direction. CONSTITUTION:An inner surface of a lower wall 4b of a case 4 forming a space room 5 having a circular section is plane, and an inner surface of an upper wall 4a is designed to be uneven such that a size in a perpendicular direction increases and decreases gradually. Four vanes 7a-7d are rotatably mounted in a radial manner at a main shaft 6.
