CONSTITUTION:A plane-convex lens 9 is provided on one side of a spin shaft 20 of an internal rotor 7, and a seat member 22 formed with a seal 21 of a hollow shape is provided on the other side. A pin 23 is provided on the shaft side of an outer rotor 5 in opposition to the seat 21. The movable range of the rotor 7 is limited within a constant oscillating angle theta around the shaft 20, and the rise time of a homing device is reduced.
