PURPOSE:To prevent fluttering of a shutter for preventing wind and rain from blowing in a rooftop ventilating fan, to enable to perform a rapid closing of a shutter at a blowing-in side, and to perform a slow opening of a shutter at a ventilation side. CONSTITUTION:A top cover 6 is mounted by a support lever 7 above an exhaust cylinder 4 incorporating a fan motor 3 to form an air pass port 5 therearound, a stationary gallery 15 is formed at a vertical wall 6' around the top cover 6, and a shutter 10, opening and closing the air pass port 5 and the stationary shutter 15, is mounted. A shaft 9, whereto a wind vane 8 is secured, is rotatably and slantedly erected upright at the center of the top cover 6. A shaft 12, which is coupled to the lower end of the shaft 9 through a bearing holder 13 and a spring 14, is rotatably and slantedly suspended, a pulling lever 11, coupling together the shaft 12 and the shutter 10, is split, piston cylinders 16 and 18 are joined to one split part, and a piston 17, having a check valve 20 and a pore 19, is coupled to the other split part.
