A welding robot 10 is provided on the outer side of the 1st state (b), and a shaft plate supply device 11 and an inverting device 12 hoisted from the rail 15 of the structure are provided similarly to the charging stage (a) on the outer side of an inverting stage (c). A welding robot 13 is provided to the 2nd welding stage (d) similarly to the 1st stage (b), and a discharging device 14 hoisted from the rail 15 of the structure is provided to a discharging stage (e). A liner plate 1 which is made into a product is discharged by a work holder.
