When the next train approaches, the comparing reference image signal stored in the memory 8 is transferred to the 2nd memory 9 and the image signal taken by the camera 1 at this time is stored in the 1st memory 8. The storage signals of the memory 8 and the memory 9 are compared by a comparator 10 and if there is a difference between both signals, it is detected that foreign matter exists on the railroad and an alarm is emitted by an alarm device 11.
