PURPOSE: To enable prevention of a cylinder from breaking by restricting the supply of controlled hydraulic pressure to a closed side of a valve driving gear in accordance with the supply side pressure of the valve driving gear and the exhaust oil side pressure thereof.
CONSTITUTION: The self-enclosing force torque acting on a valve body 16 acts on an open side chamber 26 via a lever 18 and a piston 22. As a result, the pressure of the open side chamber 26 and a pressure oil pipe 42 for moving an auxiliary valve upward becomes higher than that of a pressure oil pipe 44 for moving an auxiliary valve downward, and the oil passage of an auxiliary valve 38 is changed over. The enclosed side pressure oil is restricted to the extent that the enclosed side chamber 34 is not larger in negative pressure than a controlling device. Accordingly, the increase of pressure is prevented in the open side chamber 26 and a cylinder 20 is prevented from breakage.
