A PROM 18 has multiplying function for obtaining a burst signal by multiplying signals from the PROM 16 and the PROM 22, and a multiplied data is stored in the PROM 18. A data stored in the PROM 10 and a multiplied data stored in the PROM 18 are added by an adder 11, and its output is provided as a black burst data B-B to a decoding device of an encoded video signal through a latching circuit 24.
