As for lights of a TM mode and a TE mode, which have been made incident from the main waveguide 12, the TE mode light turns and travels to the waveguide 13' at a crossing point 15 with the first crossing waveguides 13, 13', and the TM mode light travels straight and travels to the main waveguide 12'.
