PURPOSE:To use a data transmission circuit in common and to prevent erroneous operation by controlling a changeover device that switches a data transmission circuit betweena service processing device and a communication control device in terminal side. CONSTITUTION:An automatic changeover device 5 switches a circuit signal obtained through a modulator and demodulator 2 and a cable 3 to a service processing device 6 side or to a communication control device 7 side by a control signal from a service processing device 6. The service processing device 6 checks connection request from the circuit at a dertain period. When connection request is received, the device performs connecting process and sends out a message to a terminal device 1 asking destination. When the code of destination is inputted from the terminal device 1, the service processing device 6 decodes the code and if the destination is the communication control unit 7, sends a changeover controlling signal to the automatic changeover device 5. In the case where the circuit is broken, the service processing device 6 sends out a control command signal to the automatic changeover device 5, and makes connection of the circuit signal to the service processing device 6 side.
