PURPOSE:To shorten the average waiting time for data transfer and gather data of respective terminals in a computer approximately simultaneously, by using a data transfer channel constituting a frame while switching this channel for the random access and the fixed access by the control of a period set to a timer of a control device. CONSTITUTION:Plural transmitting devices 1a-1d and a control device 5 are connected in series into a loop through transmission lines 2a-2e, and a frame where data transfer channels and control channels are arranged in time division is transferred circularly onto transmission lines 2a-2e. A timer 12 is provided in the device 5, and a flag indicating the transmission inhibition mode is put on the bit pattern in a prescribed position of the channel to transmit the frame.
