CONSTITUTION:A liquid holding member made of either the woven or non- woven fabric of a cellulose system or a polyolefin system compound, or a flocculent fibrous matter is used as a positive base body 1, which is provided with numerous holes 1'. A positive mixture 2 is unified with the base body 1 in a state in which the mixture 2 is in close contact with one surface of the body 1 and encroaches upon the holes 1'. For instance, the mixture 2 is prepared by mixing graphite fluoride, acetylene black, and a binder consisting of a copolymer of ethylene fluoride and propylene hexafluoride by a dry method, and is pressed and packed over one surface of the base body 1 so as to obtain a positive body 2a.
