PURPOSE:To acquire fault information early and to perform diagnosis quickly by restarting a faulty system by obtaining memory information on the faulty system on a secondary recording medium, and then transmitting the obtained information from an auxiliary storage device to a recording medium at a center by the indication of the center through an information switching circuit. CONSTITUTION:A communication controller 1 constitutes a network by the in- use system 2 and stand-by system 3 constituting a double system, and a common part 4 which has a circuit switching part 8 and a circuit correspondence part 7 is connected to those in-use system 2 and stand-by system 3. Through this switching part 8, the in-use system 1 is used normally and transmitted and received data are analyzed by a decomposition/composition part 9 to pass control to each communication part 11.
