In this way, a discharge end face of the electrode is microspocically constituted by a fractionized conductive element and high resistive element, while an electrode base material is macroscopically provided with electric resistivity, and a foredischarge effect is obtained in the discharge electrode, then a rise-up peak of a discharge current can be lowered to suppress generation of radio noise.
