CONSTITUTION:A cover 4 rotates with a shaft 61 as the supporting point, and it is joined to a base 3 by fitting of a projection 41, which is provided on the cover 4, into a groove of the base 3. A bottom-end section 41a of the projection 41 is extended as far as the outside surface on arc-like bottom end of the cover 4. And therefore, water flowing a waterway formed by a difference between depth of the groove and height of the projection 41, is shifted to the bottom-end section 41a and dropped to outside from an exhaust port.
